Firstpost is an India-based, obviously biased, anti-Chinese, news channel. So they would highlight or feature any news item that would put China in a bad light. But they do also cover the news about China, like this story about Linda Sun and Alice Guo.
Linda Sun is a naturalised US Citizen who has worked for the State Government of New York for 14 years (so, since 2010?)
Based on her activities, she has acted as an agent of China, and has received recompense for her efforts. If the charges are proven, it is obvious that she is a spy and an agent of China.
Alice Guo, 34, registered to vote in Bamban only in 2021, and was elected mayor in 2022. She was later linked to criminal activities, such as illegal gambling, human trafficking, running a "pig butchering" love scam, and money laundering. She is believed to be Guo Hua Ping, a Chinese National with criminal contacts in China. She is linked to two of the accused in Singapore's money laundering case.
If the case against Linda Sun is proven, it is obvious that she has been acting to further the interests and agenda of the Chinese government. She has also directly been compensated for her efforts.
However, Alice Guo is just another Chinese criminal. Everything she did, she did to further her own financial interests. If she is a spy, her activities to promote the interests and agenda of the Chinese government needs to be presented and proven.
